An Overview of the New Bail Laws In Texas

Judge Birmingham presented a lecture for the Texas State Bar College on July 8th, 2026 in Galveston, Texas. “I am grateful to Planning Committee Member and Justice for the 5th Court of Appeals Tina Clinton for the invitation to share my thoughts on the newly reformed bail laws now in effect. I want to thank Judge Alfonso Charles, Presiding Judge of the 124th Judicial District, for his guidance and for sharing his materials. I’d also like to thank Dallas County Chief Magistrate Tim Sommers for offering his suggestions to the paper. Finally, I’d like to thank Judge Bert Richardson for allowing me to showcase his talents behind the camera lens by using his extraordinary picture as the title slide and anchor for my presentation.” In addition to the lecture, Judge Birmingham wrote a very brief paper to be published by the State Bar, a copy of which you can view after the jump.
